Save-scum if you want to have any chance of getting the ring actually to Mount Doom.
Or ignore them entirely and let the other AI factions keep them occupied - I had a quarter stack in Rhomen and Rhun ignored me entirely. Once you've taken that, you can mop up the remaining settlements as you please. Once you have amassed this doomstack, go straight for their "king settlement." Take the Orcs of the Misty Mountains - don't bother with small fry like the Motte and Bailey or Wooden Palisade, go straight for Moria. For Dwarves, it's Vault Wardens + Ballista. For Elves, it's an archer plus cav spam (mostly cav spam though). Find out what your faction's doomstack is.
